Synapse loves corrupting databases so much it can't help itself but make postgresql crash and cry like once a month

@i I made a cron job to yank a cert and restart nsd once a month, hopefully this problem doesn't happen again whoops

@i I figured out the problem, for some reason NSD doesn't reload SSL certificates UNLESS you restart it for some reason and the certs expired
